He doesn’t say if he’s primed the new filter anywhere….
The filter must be full of fuel before trying to start

You prime it by turning on the ignition four or five times without attempting a start

Have you got the old filter? I’d so I’d put this back on , down load the workshop manual from here and tripple check the pipes on the filter
