Those files look like they're full of garbage, my understanding is the eeprom should always be exactly 2048 bytes, and the d-flash 32768 bytes.
First check the size of your files to see if they're just posted to the site wrong. Then try and figure out why they're not reading correctly e.g. bad connections, bad flash tool, total corruption of the eeprom ( which I haven't heard of so far )

Other people seem to have uploaded binary files with .txt extension, so I suggest just renaming your file so it ends with .txt instead of .bin ( with no conversion ), then try and upload again. Failing that perhaps upload to google drive, use the share option for "anyone with the link", and post the link.

Well apart from having 2048 bytes of random data added to the beginning ( and I'm guessing that is just down to the way you read the eeprom, and not an actual issue ), if I regenerate the eeprom from dflash I get exactly the same data, so it doesn't look like the CJB is corrupted ( unless you omitted to say that your files are post doing some kind of fix? )

What is the actual issue?

Maybe it just needs the security code re-syncing. I think the procedure in SDD to do that is called something like "security procedure - immobilisation"

There was no editing of the files whatsoever, tried the immobilisation procedure but error message kept coming back, I had the vehicle at 13.5 volts and laptop on charge whilst the procedure was in place. I was hoping the files where corrupted at least I could pin point the fault. The initial fault was a target identifer fault after battery disconnection. I will refit all modules and update sdd software and go back in again and report back on Monday

It shouldn't be a battery charger, it should be a 50A rated ( more for cars after 2015) power supply at 13.4volts , I believe they recommend http://jagrepair.com/images/TSB/NewDocuments4-23-13/1-224NAS.pdf however they are really expensive, so you might want to look at something along the lines of what Dirk is recommending in Battery support - be sure an use cables capable of carrying 50A ( or whatever your supply is rated for) too.

( That battery icon in red indicates you voltage has dropped too low. )

When you are referring to the battery icon been red this is in reference to battery support. These cats are really sensitive for programming prerequisites.
Thanks Phil for your help, I hoped with tomorrow been st Patrick's Day it may have brought me some luck but serves me right for been so superstitious 😂

Yes your photo of the laptop above has two red icons near the top right, right most is because you have no internet connection, second right indicates low battery voltage. I'm told SDD will drop out in the middle of whatever it's doing if the voltage drops below a pre-set limit which can lead to problems/damage especially when programming/flashing modules.
50A seems a pretty crazy amount of current, but just switching the ignition on draws >20A on the X250. I think the newer X260s are worse again and require something around 125A PSU!

Have a battery support unit ordered just checking and trying to rule out any other issues. My laptop is windows 10 64 bit, sdd is offline verified &160 software level, mongoose cable (copy).
Would there be any issues in what I'm using to open dialogue with the car.

I think it's my laptop this it's not compatible, I have 13.47 volts at the dongle as seen in the photo, but I ran a PC check it looks like my device is not compatible, does anyone have experience with this. Mine is windows 10 64 bit

Would think it's quite clear your PC specification is far too low. Needs a faster CPU, more memory, a larger hard drive, then there's software issues: IE version is too old and the system tools need running, which is moot as the hardware isn't supported.

Thanks for confirming, which specs would you recommend, would I better to run on a windows 7 laptop
